It's the only way that makes any sense. When you consider the way she generally handles us, she undoes us completely. That's how matter transference works.
If she can already do that much, it's hardly any trouble at all for her to put us back together however she pleases.
She was a god. And when I say that you have to keep in mind that there are degrees to godhood. You have Rose, and you have Loki, but Lachesis was well beyond either. That she could overpower their like as she did ours is proof enough.

I do think she has retained quite a lot in the transfer, I believe the Porter here is still Lachesis, if only inhabiting the husk of the dormant thing already present. But her autonomy I have no doubt of, even if her powers are diminished. That's why they no longer understand her, why they can't control her.
She was uprooted the same as any of us, laid low. To reestablish herself in a proper place of power takes time. Best to do that when no one thinks to consider her a threat.
She does she bring anyone? Why does she do anything at all? I could form a theory that's entirely too self important of those of us who came before, that it was all about ensuring the conditions would be more ideal when our time came, or more likely that she only moved the pieces around the board to ensure the Porter existed and would have been found, but everything that came after was simply a consequence of either action.
But neither of these is a real answer. The real answer is "because it suited her purpose." A better question may be why she waited until after it was already done with to take the Porter over. Chronological convenience?
