With him, I'd be more concerned on your part if he's targeting people for no discernible reason. Being followed in a public space is a nuisance. Worrying about my electronic transmissions is a nuisance, but I know those aren't protected anyway. He taught me that months ago, and not out of spite at the time.
I don't think I'm the measuring stick you want to hold his behavior against. As for his behavior in relation to me - I won't be delegating my response to inappropriate behaviors elsewhere.
